(RULE)___RESPONSIBILITIES FOR THE WEALTH
“An individual must consider wealth as a compressed form of the net work done by other individuals, which must be returned to the society one way or the other to maintain a balance in the society.”
Wealth and its assigned parts
Wealth, as a general term, refers to all the belongings of an individual.
First assigned part
The first part is assigned to meet the needs at hand (an ideal system requires an equilibrium between necessity and desire).
Second assigned part
The second part is assigned with reference to perceived future needs.
Third Assigned Part (TAP)
The third part is reserved for psychological reasons (social status, mental satisfaction, i.e. used to intimidate societal resources, even to form loopholes for one’s own unlawful desires etc.).
Note: The above-mentioned reasons for retaining TAP are in accordance with a non-ideal society, while it’s an obligation in an ideal society (both to retain a specified amount and to drain the remainder). (In an ideal society, the TAP is retained not for status but as a reserve, i.e. to meet sudden stress on the society and to keep the drains, such as charity and investment, flowing steadily.)
(Draining the TAP)
In normal conditions, the third assigned part is a legitimate target to be returned to the society (while the other two parts are liquidated only when needed to prevent societal disintegration during artificial or natural prolonged stress, e.g. wartime needs, famine, floods etc.).
The question arises as to how the third assigned part (TAP) is returned to the society. It does not necessarily mean giving away TAP altogether, but maintaining a fixed value by constant removal and gain as per the need of the society (this fixed value is not set by any authority; it is determined by the free market, i.e. by the natural demand of the society: when the need rises, more of the TAP flows back into the society, and when it falls, the TAP fills up again), just like the water level maintained by a dam to benefit the people. So why is TAP not fully drained? Isn’t that good? No. What happens if the gates of a dam are opened to drain all the water? There comes a high risk of flooding; likewise, the resources in the society must be at a determined ideal level to maintain a healthy environment.
Let’s discuss the ways of draining TAP (as per the need). Three basic ones are discussed, while many others also exist.
Charity
The easiest way is to give it in charity (if you are giving it to competent charity organizations). If the individual gives it directly to the people, then there is a whole set of instructions to follow (i.e. he should have a deep knowledge of the society in question: which areas need more attention, and which rules fit those needs in the most efficient way). (In practice, this knowledge can be gathered by mapping the needs of each area, i.e. where and how many people are unable to meet their NEPs; the locals of each area report those in need, as they know them best, while the analysis is done by rechecking these reports and employing other techniques, so that no one is left out and no one is wrongly included.) A capable individual can take up this task if he is interested.
Investment
It is one of the effective ways to maintain TAP while meeting societal needs. It ensures a steady filling of TAP along with a considerable drain (an encouraged way for a society in need). (Here, profit is allowed, but it is not the first intention; the obligation towards the society comes first. The TAP is drained as the wealth goes out into the work, wages and resources that the society needs, while the profit, if any, flows back to fill it again.) (In practice, an investment can be judged by weighing all its benefits to the society against all its costs, not only the profit it brings to the investor.)
Interest-free loans
This is also an easy way if done by hiring any competent organization, while interested individuals (capable enough to determine the arena of need) can volunteer themselves.
Wealth-Guardian Association
Now, we should discuss the role of the wealthy with regard to the wealth they have; it is easy to name the relationship the Wealth-Guardian Association.
Wealth-Guardian Association:
The individuals that possess TAP are actually the guardians of wealth. In an ideal society, the guardians are obliged to maintain the balance of resources in the society, or in other words, more wealth means a bigger obligation. There are two ways to discharge this duty.
Two ways to handle Wealth
Submission to Capables
The first one is that the guardian must submit himself to the capable governing individuals (the ones at the topmost levels) for the efficient flow of wealth (i.e. he does not resist their management of the flow of his wealth, as they know the needs of the society best).
Extra Responsibility
The second one is that the individual must himself be capable of ensuring the efficient flow (but according to the discussed rules, the capable individual is already at the governing level, so two obligations intersect each other, i.e. the role of guardian as well as the role in organizational tasks).
The individuals choosing the second option are more prone to stress because they are voluntarily accepting an additional burden.
In our society, the individuals at high levels commonly have excess wealth; those who retain it for status and divert it to fulfil their own desires, instead of keeping its flow, fail to fulfil the role of guardian (see Negative Participation). TAP is an obligation, not a status to enjoy.
Wealth, as seen by the Reality Goggles
Wealth, as seen by the Reality Goggles, is a compressed form of the net work done by other individuals (we are omitting the person possessing the wealth because he is the one to be discussed). (In practice, the net work compressed in a piece of wealth can be estimated by tracing the hours of work that went into it at every stage, i.e. from its raw material to its final form, along with the expertise that each of these hours required.)
Wealth consists of money, real estate, food reserves, livestock, crops etc. (with money being one of the most highly compressed and mobile forms).
Now we will understand the association of wealth (components of wealth) with the work done to achieve or maintain it. Money will be discussed later, as it needs some detail.
Real Estate
With regard to buildings:
The work done to produce building material as well as the labour assigned for construction collectively constitute the net work done (here the whole work done by the individuals to produce building material as well as construction is compressed in the form of a building).
With regard to land:
It constitutes the struggle (work) by the individuals to maintain security and organizational tasks for that particular area.
Food reserves
This includes the work done for security + organization of land of cultivation along with work for seed arrangement, water provision and care etc. All this work (net work) is compressed in the form of a food reserve (cultivation + reserving/storing work is also included).
Livestock
This includes the provision of food, care, shelter etc.
Crops:
This includes security + organization of land of cultivation, seed arrangement, water provision, care etc.
Money:
Any substance whose net worth remains largely constant (small fluctuations can occur) with little to virtually no degradation level is an ideal/standard for money. Other essential components include mobility (ease of transfer from possession to possession), universality (accepted by most), high demand (artificially caused increment in demand is not recommended) etc. (In practice, a candidate for money is tested against all the standards above, i.e. whether its worth has remained largely constant over a long period, whether it degrades, how easily it moves from possession to possession, how widely it is accepted, and whether its demand is natural; above all, its value must be natural rather than asserted, i.e. if the entity that issues it were to vanish, the thing would still retain its value. Once such a thing is chosen, it can be circulated by easier means, e.g. bank notes issued against it, but that is purely for handling purposes, while the real thing behind them remains the same.)
High demand and resilience (to fluctuation as well as considerable degradation) cause a relatively high struggle to achieve it, and in turn virtually increase the net work done, which results in a highly compressed form (by worth-to-size ratio, i.e. greater worth with relatively low size) (this also increases mobility) of net work.
Note: Any substance that is not fulfilling the above standard will eventually cause a financial crisis/societal monetary inequality and cannot bear even the slightest financial stress before collapsing entirely.
